As became very clear at the 2018 LA AGM, the lack of proper resourcing for ASN, combined with a host of other factors, is having a major impact on staff morale, workload, safety at work, stress and our ability to actually do our jobs.  Raising awareness of this, and finding solutions, will form a major part of the work of the Local Association next session.  We will be sending out a survey very early in the new term to get some data on the scale of the problem, and using the information gathered to drive this matter up the political agenda.  We also want to organise meetings with members to discuss what is happening and look at action - the first of these will be on Tuesday 11th September 2018.  Given the numbers at the LA AGM, it may be that we need to think about holding this meeting somewhere other than Moray Place.  To help us judge how big a venue we might need, would you please reply to this if you hope to come along (not a firm commitment, just an indication).

Motions passed at LA Executive meeting held on 2 May 2018:

1.  This AGM calls on the LA executive to investigate and report on the provision being made for those children in City of Edinburgh schools with SEB needs who previously would have been considered for placement in specialist settings but who are now being educated in mainstream schools.  This is to include consideration of:

  • how well the needs of the children are being met;

  • the impact on learning and teaching for the whole school community;

  • the workload implications for staff;

  • possible recommendations for future actions.

2.  This AGM calls on the Executive to investigate and report on how City of Edinburgh Council intends to support teachers to continue to raise attainment whilst also supporting inclusive education.  This is to include, but not necessarily be limited to:

  • Measures being put in place to support the increasing number of children with significant ASNs who are now being educated in mainstream settings;

  • Budgets for PSA;

  • Limitations on the opportunities being made available to teachers to raise attainment through being able to develop innovative approaches to learning and teaching.
