The NJNC have issued circulars to the college sector. These NJNC Circulars are binding on those colleges that have signed the NRPA, and other colleges have committed to implementing them too.
This Circular sets out the terms and conditions of employment which will be negotiated and agreed at a national level through the National Joint Negotiating Committee.
This Circular is for unpromoted lecturers only and sets out the way in which colleges are to migrate their previous pay-scales to the new unpromoted lecturers national pay scale, and then how harmonisation payments are calculated for unpromoted lecturers to achieve harmonisation by April 2019.
The EIS understands that all NRPA colleges paid the first instalment of harmonisation in July 2017, with non-NRPA colleges planning to do so in August 2017.
This Circular is for promoted lecturers only and sets out the way in which colleges through their LJNCs are to migrate their previous pay-scales to the new promoted lecturers national pay scale, and then how harmonisation payments are calculated for promoted lecturers to achieve harmonisation by April 2019.
Part of the harmonisation process for promoted lecturers involves matching current promoted lecturers posts into the new national structure of promoted lecturer posts. The new national promoted lecturers structure has three levels, each with a specified salary.
The EIS will be providing training for Branch Representatives for the harmonisation of unpromoted lecturers on 25 August 2017, thus helping this process to take place in colleges through September 2017 with the first harmonisation payment in October 2017.
This Circular is for new start lecturers only (i.e. those who were appointed on or after 1 August 2017) and sets out the salary scales to be used for new start lecturers who will then effectively be treated as unpromoted lecturers to achieve harmonisation on the national pay scales by April 2019.
It should be noted that how colleges use the harmonisation pay scales for new starts is up to the college since placement rules remain a college matter (and not the NJNC).

This Circular provides guidance in relation to the implementation of the November 2017 NJNC Agreement. This guidance provides information about how the provisions on salary conservation, annual leave, transfer to permanence and class contact time will operate.

This Circular deals with the rules and methodology to be applied in the transfer to permanence process. This Circular will apply from 1 April 2019 when the transfer to permanence provisions come into effect.
Circular 01/19 provides direction for colleges on salary placement and progression for unpromoted lecturing staff starting on or after 1 April 2019 and should be read in conjunction with NJNC Circular 03/18 – Unpromoted Lecturing Staff Salary Placement and Progression. It also makes provision for salary progression for those in the sector prior to 1 April 2019.

Circular CC 06/22 – National Menopause Policy for Support Staff and Lecturing Staff
The National Menopause Policy will apply from 1st October 2022. The Circular has been agreed between the Joint Secretaries.
NJNC Agreement – Registration with the General Teaching Council (Scotland) June 2024
The May 2019 NJNC Agreement (Terms and Conditions) makes it a contractual requirement for lecturing staff to register with the General Teaching Council for Scotland (GTC Scotland). This National Collective Agreement of the NJNC makes further provision in relation to the implementation of the registration process (Full Registration and Provisional (Conditional) Registration) for lecturing staff employed in the sector. It sets out timescales within which lecturing staff are required to register with GTC Scotland and makes provision for the order of priority to be applied by colleges when enrolling staff in a recognised lecturing qualification.
Circular STL 02/24 - Registration with the General Teaching Council (Scotland)
This Circular implements the NJNC Agreement on Registration with the General Teaching Council (Scotland) June 2024 (the June 2024 Agreement) and provides that it will apply from 1st August 2024. The Circular also provides guidance on the implementation of the June 2024 Agreement.
Circular STL 03/24 – Lecturing Staff Pay Agreement 1 September 2022 – 31 August 2026
The Lecturing Staff Side Secretary has confirmed on behalf of the EIS-FELA, acceptance of the Pay Offer 2022–26.
